DELL Laptop Problem

I am based in Shanghai and would really appreciate it if anybody can refer me to a Dell Technical Support Center here (contact details, address etc). If none, the next best thing would also help (reputable computer service center?).
Problem: Everytime I turn on my computer it shows "Windows could not start becaues the following file is missing or corrupt. Please re-install a copy of the above file."

Well, some file that is needed to boot is missing or corrupt. This can happen for various reasons.
- Which OS are you running?
- Can you start in safe mode?

You will need to reinstall window's, I have had that problem a number of times in the past and it usually occurs because of using pirated windows OS, but since your laptop is dell, that comes with original pre loaded. Its not a huge issue, if you have saved everything in your C drive though, you may lose everything on it, which is why I save everything on other drives because it has happened to me in the past and its a pain in the behind.

Not necessarily but it is probably the easiest option.
BTW if you have a Thinkpad you can install the Rescue and Recovery utility (before the event obviously), which would allow you to easily fix this problem.

You can still yank that HDD out and copy the contents to another drive, assuming you have a few items. A computer shop should have no big problems doing it for you.

Much easier to save everything important on your other drives, I have had my OS go T*ts up on me a number of times in the past, I have recovered stuff saved on C drive but it is a real pain in the behind, why go down to the shops when all you really need to do is just re install windows. If it has gotten to the point where you need the space, for storage, then its time to think about other options.

Well, in principle I agree. If I couldn't solve this problem in less than 10 minutes I would go for the full thermonuclear reinstall instead of further (probably futile) troubleshooting.
As for getting stuff off the c drive, it really is no big deal if you have the right equipment.

Thanks for all the feedback. A friend also advised me to just re-install windows (XP Pro in my case). Ideally, that would be much easier. The problem is a little bit more complicated because my CD drive is having trouble reading the driver (guess I have to buy a new CD drive).
This is mainly why I asked if anyone would know an accredited DELL center in Shanghai (or a number I can call) so I can just bring this in and they can hopefully suggest a comprehensive solution.. What do you all think?

If the machine is in warranty, definitely call Dell at the number above. If it is not in warranty, a reputable shop can fix it. If you can't find or don't know of a reputable shop, you're back to Dell.
