Legal advise to collect back personal loan payment

Can anyone advise me what legal actions can I take to enforce the payment of my personal loan to another individual?

There's a signed document on the outstandig loan and payment method.

What exactly are you asking? Seems you have an outstanding personal loan debt, but why would that be payable to anyone other than the lender? Also assume this is under SG law?

oh sorry, perhaps it was not clear above. What I meant is that I've personally lend another individual a sum of money, and a written agreement has been made for payment.

However I was not able to recover my money and will like to seek advise if I can enforce this legally.
